The first step for me in in this task is to backport all the changes from the current 3.7 build to the R4_HEAD builder.

Paul, let me know when would be a good time to run test builds with an updated R4_HEAD version of org.eclipse.releng.eclipsebuilder that doesn't interfere with the 4.1 build schedule.
