Subversive plugin can't be installed on Windows 7. It doesn't matter if I install it from eclipse marketplace or manually. There is no error during install process, there is no SVN subtree in preferences menu. Connectors Discovery window also doesn't show up.

SVN plugins are visible in Help/About Eclipse/Installation Details/Intalled Software, and also in Plug-ins view.

The only way to install SVN plugin is to give user write access to eclipse install directory, which is not a very good solution.

Steps to Reproduce:
1.Unpack eclipse in C:\Program Files\ directory
2.Install Subversive plugin from Eclipse Marketplace
3.SVN feature is still not visible
