deletion and creation of server Runtime environment with same name causes incorrect name is in use validation error

download and install Helios SR1
create a Tomcat Runtime Environment and point to local installation
delete the RT just created and recreate with same name
create a new Dynamic web project and pick same RT again


 Runtime "Apache Tomcat v5.5" is invalid. The name is already in use. Specify a different name.
