As I was testing bug 318514, I noticed that a number of the test bundles still
have three part version numbers.  This bundle should be updated to 
include .qualifier in its version so it will have a four part version number

org.eclipse.jdt.ui.tests.refactoring_3.7.0.jar

Fixed in HEAD.
