As I was testing bug 318514, I noticed that a number of the test bundles still
have three part version numbers.  These bundles should be updated to 
include .qualifier and have four part version numbers.

org.eclipse.ant.tests.core_3.1.0.jar                               
org.eclipse.ant.tests.ui_3.1.0.jar
