The SPDX group[1] of the Linux Foundation has published a draft spec[2] that outlines a proposal for a standard for open source package metadata, including license information. They are also building a significant repository of known open source licenses, with unique identifiers.

The Eclipse community needs to decide whether we should leverage this standard, and/or leverage their license repository. There have been similar requests in the past for the Foundation to create and maintain a repository of licenses used by Eclipse projects to avoid duplication and errors in the p2 metadata.
