It seems that at least in some cases proxy resolution isn't working, though perhaps this is a configuration issue?

Not sure what is happening here. Buckminster doesn't care at all about proxy settings, we simply pass the URI to the respective provider. Could it be that the SVN (Subclipse in this case) doesn't honor the settings?
