This error occurred when importing the $riftsaw/samples/quickstarts/simple_invoke project into Eclipse:

The expression in <{http://docs.oasis-open.org/wsbpel/2.0/process/executable}to> is not a variable reference expression. SimpleInvoke.bpel /Quickstart_bpel_simple_invoke/bpelContent line 71 BPEL Validation Marker
