Steps to Reproduce:
- launch JPA project wizard, select JPA 1.0 facet and navigate to library management page

- Click download library button 

Both EclipseLink 1.1.3 & 1.2.0 links are broken

Fixed.  These downloads had been archived and direct URL was no longer working.  New links point to generic download location.
