The nightly Hudson build job should not add the test fragments to the built update site (and also to a future archive).

fragment was turned into standard plugin
to overcome build problems

(our problem was that we materialize our basic plugins and
the test plugins into the same workspace,
the build then automatically collects the 
fragments in the workspace which belong
to the plugins of the feature, which results
in test fragments in the graphiti feature.
A solution would be to materialize one workspace
for the feature build, then create the update site
then materialize a new workspace with the tests plugins/fragments
and install the graphiti feature to be tested.
this has the drawback of a longer build time, but
foremost the drawback of the very lunacy of
changing a running buckminster build substantially....)
