My understanding was that all material in http://www.eclipse.org/articles/ should follow the EPL.

Uh... Yikes.

Qi, can you comment? Is this just a mistake? i.e. did you apply the wrong headers to your files? Can you fix this?

Just to confirm... The original header was used in error, correct?

Yes. EPL header should be used. I updated header and add "Save As PNG File..." in context menu of editor.
