Fixed in xdcprod-m64. The RTSCpedia pages were not being rendered correctly due to 
a "DOCTYPE" comment at the beginning of the document. This comment confused the XML parser shipped with CCSv5. The docs bundle is post processed to remove DOCTYPE comments.

Verified using CCS 5.0.0.00062 and XDCtools 3.20.04.68.

Installed XDCtools, opened CCS/Eclipse help, and verified that
correct XDCtools help was displayed. Opened XDCtools help index
and navigated to a few RTSC-pedia pages, and verified that they
displayed correctly.
