Program committee may be created by anyone on the program committee. The purpose of these tags is to allow submitters to categorize their talks.

After a tag is created, it shows up on the submission form. Once PC tags are part of the submission form, every submission must choose at least one tag, or the form returns an error.

Currently, tags can be created and edited in the sub sys, but they can't be deleted. So if a tag is created by mistake, it becomes part of the submission form, whether it's correct or not.

We ran into this recently. We weren't using PC tags, but someone created one anyway. It became part of the form, and from that point on every submitter had to choose that tag or they couldn't submit.
