In an effort to fix bug 320335 and prevent failing tests in our build I have changed the JpaProjectManagerTests to not install the utility facet as it is no longer necessary for the JPA facet to be installed. I am entering this bug because we should probably be testing both scenarios. I have not yet determined why the utility facet causes the tests to fail.
