If you define a crossreference in a grammar pointing to a Parser Rule it is not possible at the moment to use the "Open Declaration" function to jump to the defining ParserRule. This is only true for the case that the model is generated out of the grammar. I know that the model does not exists or is in a different resource but it would be nice to have the possibility to easily jump to a Parser Rule that represents the referenced Element.

Assuming you meant cross references not parser rule calls (for which navigation works) it is a duplicate of https://bugs.eclipse.org/bugs/show_bug.cgi?id=281652
