API Use Reports are currently producer based - i.e. given a bundle, the report details how all the other bundles use and abuse that bundle. This request is to produce a report from the other point of view - i.e. given a bundle, the report details all the API and internals it is using from other bundles.

Provides a new consumer based converter that uses a visitors to collect the counts.  The counts are the same references as previously, but they are organized in a consumer centric fashion.  The next major step is to write out new html pages.

Fix

Adds a new ant task to do the report conversion.  All the code is cleaned up, doc'd and NLS'd.  Includes part of the fix for bug 328179 which is necessary for the visitor to function.
