"Open Diagram" action is missing from the JPA project context menu "JPA Tools-> Open Diagram" and error is logged in Error Log view. 

Reproducible: Always

Steps to Reproduce:
1. Create one JPA project.
2. Open JPA Diagram Editor.
3. In the Project Explorer view select the created JPA project and with right mouse click try to open its context menu: error is logged and "Open Diagram" is missing under "JPA Tools" menu.
