The edit policy class ExternalLabelPrimaryDragRoleEditPolicy should be moved to the org.eclipse.papyrus.diagram.common plugin.
It enables to freely move an external label.

It is currently used as :
- org.eclipse.papyrus.diagram.clazz.custom.policies.ExternalLabelPrimaryDragRoleEditPolicy
- org.eclipse.papyrus.diagram.communication.custom.edit.policies.ExternalLabelPrimaryDragRoleEditPolicy
- org.eclipse.papyrus.diagram.composite.custom.edit.policies.ExternalLabelPrimaryDragRoleEditPolicy
- org.eclipse.papyrus.diagram.sequence.edit.policies.ExternalLabelPrimaryDragRoleEditPolicy
