When a contribution includes an old legacy update site (with a site.xml), p2 will create partial IU's. They are incomplete and normally not fully resolved until the artifact that they appoint is loaded. The aggregator will always load such artifacts and resolve the IU's fully as part of the verification process.

There is no error handling when loading the partial IU artifact. If it fails, the build fails but no attempt is made to find the actual contribution and send proper emails.

Added better error reporting and also fixed a regression that was introduced when fixing bug 315317. Strange that it hasn't revealed itself until now because in essence, it blocked all use of partial IU's and hence all use of legacy update sites.

Fix is now in trunk, rev 1247.
