It seems that "Open Resource" is disabled if no file is opened in Helios:

If I manually open a file from "Project Explorer", CTRL+SHIFT+R will work properly again.

I'm not sure if this is a feature or a bug :)

Steps to Reproduce:
1. Close all opened files
2. Open resource (CTRL+SHIFT+R)

The CTRL+SHIFT+R is only functioning if is used with focus on an opened file.

I just switched the workspace to a new folder and it does.
I didn't configure anything special..I think :)

Ok, I confirm that my workspace was the source of the error.
I think it's too trivial to go into the workspace settings and this can be closed, unless someone else considers otherwise.
