Eclipse gives a red X for the xmlns declaration in the below. validator.w3c.org says that this is perfectly OK.

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
        "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
<html xmlns="http://www.w3.org/1999/xhtml"  xmlns:btrlp="urn:basistech.com:rlp">
<head>
<title/>
</head>
<body>
<!-- all text and annotations will be inserted into this p element
      until we decide to have more p elements. -->
<p id="topElement"/>
</body>
</html>

Reproducible: Always

Steps to Reproduce:
1. Open a file containing the above
2. Observe "Problem' on the XMLNS
3.
