I'd suggest to change the current bugzilla categories in the following way:

Help -> Tooling
w4t - remove

Any input? Opinions?

Bugzilla components can neither be renamed nor removed. At least the admin UI that can be reached from the portal doesn't offer such functionality. 
You may wan't to check with the web masters if they can/are willing to do such things.

Opened bug 354703 to request the change.
Instead of deleting w4t, I asked to rename it to "Other", because
a) there are a couple of old bugs reported in this category
b) I think it's good to have a fallback category for bugs that don't fit into any category (such as this one).
