Steps:

1) Open File -> New JUnit Test Suite (JUnit3 or JUnit4 doesnt matter), name it anything other than the pre-filled value AllTests -> Finish

2) right click on the new test suite 
=> No 'Recreate Test Suite' action in the context menu

Rename the suite to AllTests and voila the action appears!

The enablement check would be too expensive if it was done for all classes. No plans to fix this, see bug 89332.
