Under Preferences -> Help -> Content, the Add, Edit, View, and Test Connection dialog boxes always show infopops for context sensitive help, regardless of the settings under ContextHelp preferences.

This is working as designed, see help test A10. These dialogs are not resizeable and non resizeable dialogs do not support help in a tray.
