I'm not sure what the process regarding the 'review' flag is, but I find it a bit confusing as it is currently implemented in Eclipse Bugzilla.

For example, I can set the review flag to '?' and enter someones name on a per bug base to request a review. However, I would expect that this should happen on a per attachment base. But I can't request someone else doing a review for an attachment.

IMHO it doesn't make sense to have the review flag at the bug level. It should be removed for simplification reasons. The one at the attachment level should be re-configured to allow requesting someone else to do a review of a patch.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

We rarely use patch attachments any more, but the 'review' flag on a bug is part of the Eclipse SDK's release lockdown process, see https://www.eclipse.org/eclipse/development/plans/freeze_plan_4_7.php#FixPassRules
