Sync to Amazon AWS is triggered by updated directory timestamps in our downloads area. Since updating the contents of a file does not touch the parent directory timestamp, config.xml wasn't being updated. I've just synced the latest version. I think it could take a few minutes for this change to propagate to all the Amazon edge servers, but after that we're good. I'll simply touch the directory timestamp every hour and the config will always be in sync at AWS. Closing as fixed. If you wget now you'll likely still get the Nov. 9 version, but Amazon will sync this soon enough. Thanks for fixing this so quickly, Denis!
