If you click finish on the wizard page for the notational resource the wizard creates a wrong name for the semantic resource. E.g. if you leave the default than the resource name is *default.xxx_diagram* so the semantic resource's name should be *default.xxx*. But the wizard clips the extension and the resource will be named *default.*

I attached a combined patch which solves the problem and contains a test case to validate the fix.
