The Unordered Group documentation suggests that

static final

is valid for

static?='static' & final?='final' & visibility=Visibility

Surely not? certainly doesn't work for me.

It needs to be 

static?='static'? & final?='final'? & visibility=Visibility?

to permit optional as well as permuted tokens.
