According to http://docs.codehaus.org/display/MAVEN/Repository+Metadata, maven metadata should be merged if both maven-metadata.xml and maven-metadata-local.xml exist. This is not yet supported by the aggregator.

[Bookkeeping change only. Moving bugs to the new "home" of aggregator, CBI.
Resetting "assignee" to default, even though set to a person for a few open bugs.]
