Currently it is only possible to create a new branch on an existing one or a tag. 

I have e.g. checked out FETCH_HEAD on command line and want to create a new branch there. This is not possible in EGit

This could be done in the history view.

There is a workaround: 
- Create a tag on the commit
- Create a branch on the tag
