Applied to patch streams. 

After IMing iwth Keith, a prereq version range was widened, just to be more flexible in how installed. Namely

 org.eclipse.jst.common.project.facet.core;bundle-version="[1.3.4,2.0.0)"

was backed down to 

 org.eclipse.jst.common.project.facet.core;bundle-version="[1.3.3,2.0.0)"
