Additional information:
  - Running in Rational Team Concert M7a driver.  RTC's SCM uses a custom EFS implementation for its file area.

NPE happens only if we are missing a bundle description for a workspace plug-in (which is unusual in the base Eclipse case), we can add an NPE check.
