1. Open the Java Browsing perspective.
2. Open a new view (e.g., the Outline or Problems views).

The new views don't appear.  They are listed in the perspective's views however (F7).

I don't think this is the same as bug 281771 -- the tabs don't show even when there is plenty of room on the available stacks.

Works fine in HEAD. Closing.
