See bug 319868 and bug 319514.  We should put a clickthrough warning message for windows downloads.

1.6u21 has Oracle as the company name and is not recognized as a sun vm so the XXMaxPermSize vm argument does not get applied and eclipse eventually crashes/freezes.

Patch released to HEAD, R3_6_maintenance and R4_HEAD stream org.eclipse.releng projects.  I have also updated the build pages for R3.3-R3.5.2 on the servers.
