Using the MPC, I did a search for a Perl plugin, but I can't seem to be able to install it.  It would be great if I knew why.

I still encounter this.  I see solutions that I cannot install, and I don't know why.

Increasing this to "major". Combined with bug 401561 and bug 401562 I'm struggling to install the EPIC Perl plugin.

I just spoke to Ian, and I am told that some plugins are not installable.

I was trying to install the perclipse Perl plugin, and it wasn't installed.

Perhaps if plugins cannot be installed via MPC we shouldn't be showing them in the search results?

We can definitely do that. I need to add a filter in hook_apachesolr_query_prepare() to make sure that the listing has a Feature IDs and it's not empty.
