The refactoring menu is grayed out and replaced with (no refactorings available).  Although the (Debugging) option is not grayed out.  

Switching the Source Form 
from 
Free Form - C Preprocessed
to 
Free Form

for .F90 files fixes the problem.

Hi David,

Thanks for the report.  This is expected behavior, since Photran cannot properly refactor code with preprocessor directives (#define, #include, etc.).  The workaround you describe is the "right" way to make it (attempt to) refactor them anyway.
