We should make modifications to the test framework so we can mimic product installs where we used a shared bundle pool and modify the platform.xml and change the site policy to filter what is installed.

I have released (but not enabled) a modified version of the patch.

The framework is in place and we can write more unit tests as the scenarios come along.
