Local tasks don't currently have an outline and hence don't support the quick outline. I agree that this would be a useful enhancement. Just was confused by the empty pop-up window. IHMO, Local tasks should support all features which repository tasks support: outline, attachments, even comments. When will the local task get a first-level citizen? e.g. with Outline view, WikiText preview etc. Mylyn has been restructured, and our issue tracking has moved to GitHub [1].
