If the status of a build changes a notification should be displayed. Notification should be configurable from a preferences page.

Committed an initial implementation that provides a popup when a build is refreshed. Currently the popup always shows regardless of whether there were changes or not. I'll look into improving that.

Notifications are only shown when the status of a build plan fails. Added an icon that shows the current status of the changed build plan.
