I20100629-2126

1. Make a Java project.
2. Make a Java class.
3. Use Ctrl+Shift+B to set and unset breakpoints. It works as expected.
4. Ctrl+3 > Switch to the 'Debug' perspective
5. Ctrl+Shift+B now does nothing. Other keybindings like 'Home', 'End', and 'Ctrl+Space' continue to function though.
6. Ctrl+3 > Switch back to the 'Java' perspective
7. No dice.

I also got into a state where Ctrl+S didn't do anything but I haven't been able to reproduce that problem.

Other debugging-related keybindings like F5, F6, F7, and F8 all don't work.

We suspect this to be a manifestation of bug 317183.
