Problem Description:
 1. Create one Oracle CEP Project, eg testCreateEPN as screenshot.
 2. Right click the project name on the right side of the project view, click
 properties->click "Validation" item. Please check screen shot, possible the
 text of buttons ("Enable All" and "Disable All") are hard coded.
 .
 Note that, we added some wrapped characters(like [#, [p#] for the strings
 returned from the Resource Bundle by hacking ResourceBundle.java in jdk.

It's externalized.  I don't think your tool is works with the org.eclipse.osgi.util.NLS mechanism that most newer code uses.
