Since Eclipse 3.6 at least the download provided for examples, specifically the download org.eclipse.sdk.examples-3.6.zip from

http://download.eclipse.org/eclipse/downloads/drops/R-3.6-201006080911/index.php

uses the new p2 repository which requires a specific installation procedure. E.g.
you can no longer unzip the download into the Eclipse installation and restart with -clean. This change in distribution is far from obvious even for experienced users and the occurring error

Unable to find feature.xml in directory: C:\Program Files\Eclipse_3.6.x\features\org.eclipse.sdk.examples_3.3.0.v20100527-817fFcfFEdcVbpRlgyBRcVX.jar

does not make the problem much clearer. Worse, even those how try to install such a zip file as archive site get the irritating message that "There are no categorized items" because the filter "Group items by category" is active per default (which is probably a different issue)
IMO all downloads provided on the Eclipse download page, that require explicit installation, need to document this requirement clearly.

Does the documentation here not describe the process accurately?  If you click the plus sign at the end of the "Example plug-ins" heading, you'll see this documentation.

I agree that this documentation is full-descriptive, but I would disagree that the documentation is easy to find. In fact, I wasn't aware of that until you pointed it out to me. I don't expect that a new user will notice the difference by just visiting this page and clicking the download button "as usual". IMO the differences should be much clearer. Currently it has a similar effect as changing a file format from text format to binary format and wondering that interpreting something as text does no longer work. This example is just figurative, but from a users point of view this change is of similar rank.

Could you describe how the page could be made better?  The expectation is that most downloads are repos these days.
