While installing Papyrus from Eclipse Modeling Project Discovery Eclipse Software Agreement is shown twice.
The difference I could find is that the first one (for Eclipse Modeling project) is dated by April 14, 2010, while the second one (for Papyrus) in in upper case and dated by March 17, 2005:
"ECLIPSE FOUNDATION SOFTWARE USER AGREEMENT
March 17, 2005..."
