As discussed in https://bugs.eclipse.org/bugs/show_bug.cgi?id=298346#c3

Updating the feeds file is not something that's done as part of an Athena
promote... yet.

Suggest opening a bug in Dash Athena project to have the promote.xml script
optionally support updating some rss feed file via a cvs checkout, xml insert,
and cvs checkin.

Will need a series of parameters:

folder to fetch: user@servername:/path/cvsrepo/path/to/folder
file to change: file.xml
details to insert: buildID, buildAlias, timestamp, projectName, etc.

If you want this, suggest looking at the current shell script and translating it to Ant. Or Java. Or Scala. Or whatever. 

Really this comes down to "he who feels the pain, shares the burden." I don't feel pain here, since as far as I'm concerned the RSS feed file ought to be deprecated in favour of something simpler/better.
