Currently eclipse.org prefers download mirror which is in the same country as a user. I tried to download Eclipse from Saint Petersburg, Russia, and I was offered to use a mirror at Tomsk, which is far away and has poor bandwidth, instead of better mirror somewhere in Europe.

Steps to Reproduce:
1. Try to download Eclipse from somewhere far from mirrors in the same country but near a mirror in a different country.
2. Wrong mirror is chosen.

That level of granularity is not available in our geo databases.  In any case, it is almost certain to be wrong in some cases -- the mirror server across the street from you could be the closest, geographically, but there is no guarantee that it is the fastest.
