When the link with editor action (org.eclipse.ui.internal.navigator.actions.LinkWithEditorAction) of the project explorer is selected a job quickly shows up in the progress view every time you select an editor or enable/disable the action.

This job should be setup as a system job as it is short lived and not really initiated by the user

Reproducible: Always

Steps to Reproduce:
1. Open the Project Explorer
2. Open the progress view
3. Enable link with editor
4. activate an editor

Observe that in steps 3 and 4 that a job quickly appears in the progress view

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
