It appears that DSF-GDB doesn't notice the user creating breakpoints using the CLI (which, admittedly, might be rare).  
This seems to work reasonably in CDI, and is useful when setting breakpoints / watchpoints on symbols not immediately visible to the user in the UI.

James, this is one of the parity issues we unfortunately did not get around to addressing for Helios.
