When a clean workspace is setup, the .* resource monitoring exclusion isn't properly initialized.  This is due to the migration of the preferences from the old resource exclusions.  We will probably want to backport this to 3.4.1.

Here is a patch that will be applied to HEAD and to the 3.4.x branch.  The problem was that the migration code didn't take into account a perfectly clean workspace.  We now ensure that if there are no patterns to migrate, then we use the defaults.
