As discussed with Jeff, it would be nice if ChangeLog had the ability to link to bugzilla reports as well.

Patch for 317639

This patch fixes some problems with the way that hyperlink detectors are handled, and gives the ChangeLog editor all the URL detectors normally associated with the DefaultTextEditor hyperlink target.

Thanks for the patch Charley.  It looks correct and I have verified it works on Helios.  Patch checked in.
