need to add 'ti.platforms.28x' with similar functionality as 'ti.platforms.msp430'.

In platform-m12 some missing documentation was added, and the development of the platform is finished. Any further bugs or enhancement requests should be filed separately.

generic platform for 28x works like a charm.   Updated Examples.xdc template in avala to avoid problems with "generic" and "custom" 28x in drop-down menu.
